Two Sagunto Teachers Pass Evaluation

Two Sagunto teachers, Carmela Baiguen Dagacan and Rhodora Espina, passed the rigorous Educators Skills Assessment and Evaluation Program administered on April 20, 2008. Congratulations, Carmela and Rhodora!
The evaluation which was recently implemented among Sison’s teachers, was again spearheaded by the team of Congressman Mark O. Cojuangco and Mayor Kimi Cojuangco. Concerned over the “alarming degradation and deterioration of Philippine education despite the reforms set by the Department of Education (DepEd) for both the elementary and secondary schools”, they sought to improve the quality of teachers in Sison with this assessment which was administered by University of the Philippines professors, lead by Dr. Leticia Penano. The main objective of the test is “to determine the teaching skills of local teachers, identify their level of competency and performance, as well as to find out their weaknesses and strengths.”
Carmela who has a permanent status on the local school board and would not have been affected by the results anyway as with other teachers on permanent status. However, she proved her position to be well earned and deserved by placing 14th among the examinees, a feat that could not be said of other ‘permanent’ teachers.
Rhodora Espina, who was only on the local school board for a year, was immediately promoted to permanent status due to her excellent placement (16th) on the assessment test. It is said that she even surpassed other, more experienced teachers who would have been promoted to permanency first had it not been for this assessment. 47 local teachers were dismissed as a result of poor test results.

I want a clarification on the 47 teachers who were dismissed as a result of poor test they undergo…are they in permanent status now or what? hope they can land a better job other than this kaasi da met.

Sorry I just want to correct my word “Gumaget” Teachers are not lazy only that they loaded with works they have 16 hours of working time 8hours in the classroom/8 hours of paper works isu nga adu ti cases ti TB among teachers.

Honestly, I do not agree with terminating their job as teachers. Remember that the kind of teachers we have is also a product of the current services and facilities, plus incentives, remuneration and professional growth we provide these servants of the country. There must be a positive remedy than simply driving them out of the system. While I support the costant testing and evaluating of their performance, and the nagging plea of the citizens for better education for the children, I strongly oppose any harsh removal in service of my sisters in profession. I wish to help them review and even share some for their continuing education. Mabuhay ang mga GURO! Ang tunay na pag-asa ng Bayan!

I’m not a teacher, but as a parent I would want the teachers who are influencing my kids to be capable and qualified. I understand how difficult it is to lose a job, and I don’t know what is being done with the teachers who failed the test, but I would hope that they are removed from their teaching posts until they can re-qualify. I agree, they should be tutored and allowed to take the the test again. But I should hope that they are not allowed to continue teaching. (You wouldn’t want a doctor without a license operating on you, would you?)
Kids grow up too fast and they don’t have time to wait until their teachers become competent. They need to be learning now.
Of course, Evs and Ems, I don’t disagree that teachers are working in a thankless profession and they really are the hope of the country. So the country should do more for them (better pay, continuing education, better working condition and benefits, etc). But please, don’t let the children pay, give them the education they need NOW. That’s all I’m saying

I understand, Jeanette. Thanks for your explanations. They are close to my other thoughts, actually, especially when it comes to seeing my kids’ education. Last year, I had the same sentiments after observing my son’s class… I am not questioning the way the Sison teachers are hired and given a license to teach (they are following the rules, right?)…they have licenses, I suppose? But upon graduation, passing the licensure exam and then acceptance to schools, what have become of the teachers’ abilities and potentials? I mean, they were already qualified when they got accepted to teach, right? (Okay…I can sense something was….) Or was the evaluation stick used in Sison far above the national standard? Or were the teachers’ experiences in our malequipped and dilapidated schools the factor that further degraded their pedagogic skills? Hehehe, I like this discussion. Pour in your thoughts, please. I know, many are reading. Let us dig deeper for the sake of both our children and workers.

I for one agree that kids needs a better and quality education for their future that is the goal of the Nation parents and students too. but for teachers who were dismissed since they were not able to pass the said examination I think is a Human rights violation on their part unless they were not able to pass the LET (Liciensure Examination for Teachers) that is why I would like to be clear if that examination is a Nationwide program of the DepEd so be it no questions about it.

As far as I remember teachers who are applying for a teaching Position in Public School they are hired by Point System based on the University/College they graduated, The rating they got from LET, their general average in school, their teaching experiences etc. since the NAtional level could not augment the needs of teaching personnels due to funding difficiency they created the LSB (Local School Board) meaning the Municipal Executive could hire them funded by the Municipal IRA and they are on allowance basis only but this teachers under LSB have the opportunity to take vacant Items/Position they are the priority for such. I am just sharing this since am trying to ponder how did this system goes and am concluding maybe it was the discretion of the municipal level to hire under LSB but teachers who are under the National level having their permanent position they are not going to undergo with the examination stated above. I just don’t know waiting for the author’s response.

The assessment really made a lot of different understanding. Some of those who were not given a slot didn’t mean they did not pass the exam. There were certain requirements that they fail to comply with. The non-passers can still apply in other schools. Being a non-passer in the assessment doesn’t mean their license was nullified. the assessment only apply in Public schools of Sison.

Rhodora Espina will have to wait for her turn to become permanent. She’s in the queue. She is still in the LSB

Thanks Kgd. Loej for the clarification that the test given is for the basis of the Municipal level in hiring under LSB teachers that is what I understand . So for the 47 teachers who were dismissed don’t lost your hope and don’t be discouraged try to apply in other towns and make the most of it. God has the reason for everything.

DIAK AMMO DAGITA KUNKUNAYO BUT THAT KIND OF ASSESMENT IS NOT 100% ACCURATE IN DISMISSING OR QUALIFYING A TEACHER IN THAT POSITION..IF THEY REALLY WANTED A QUALITY TEACHING THE GOVT SOULD PROVIDE ADVANCE TRAINING, MODERN TECNIQUES,FACILITIES AND MOTIVATION…IF THEY TRULY BELIEVED THAT THIS ASSESMENT IS EFFECTIVE WHY WOULD THEY ALLOW NON PASSERS TO APPLY IN OTHER SCHOL WHILE AFTER ALL THE PURPOSE OF THAT PROGRAM IS TO DETERMINE THE CAPABILITY OF A TEACHER AND THE OBJECTIVE IS A QUALITY EDUCATION, SO WHAT WOULD THE IMAGE OF THE SCHOOL WHO WILL EMPLOY THESE TEACHERS? WE SHOULD UNDERSTAND TOO THAT SOME PEOPLE ARE GOOD IN EXAMINATIONS BUT VERY POOR IN THE APPLICATION. A TEACHER WHO COULD INTIATE A CHILD TO LEARN TO DO GOOD IS THE BEST TEACHER AND EDUCATION FOR ME.

it should not be based on examinations only…i agree to some points pointed out by each and everyone…but the EXAM should also have been followed with an INSIDE the CLASSROOM observations…specially if those concerned individuals are already part of a teaching staff…
